The director of a Perquimans County church camp has been indicted by a grand jury on two counts of sexual contact with a child, stemming from an alleged incident last month. Stephen Carter, director of Cale Retreat since 2002, was formally charged Monday after being arrested July 1st. He was released on 80-thousand dollars bond.
The Coast Guard rescued two men in Pamlico Sound early yesterday from their overturned shrimp boat. A helicopter crew from Elizabeth City spotted the men clinging to the hull of the 34-foot Claudia Jean near Great Island. The boat's emergency beacon went off after it capsized, alerting the Coast Guard. The pair were taken to Albemarle Hospital, and are listed in good condition.
The head of the Chowan County Regional Fair warns that ticket prices for the annual event could increase by at least 2-dollars if a proposed amusement tax is passed by the Legislature to balance the state's multi-billion dollar budget shortfall. E.C. Toppin, the fair's manager, sent an email Monday to legislators and the media expressing his opposition to the tax proposed by Governor Purdue that would be added to tickets for fairs, sporting events, movies and other amusements.
Negotiations over how to balance the state budget for the next two years are on-going, and is forcing lawmakers to pass another continuing resolution to keep state government functioning. A temporary spending measure that began July 1st expires tomorrow. The Senate passed the second measure yesterday with no expiration date, but the House will likely tack one on when it votes today.
Disgraced financier Bernard Madoff has been moved out of a New York lockup on his way to the federal prison in Butner to begin serving his 150-year sentence, a law enforcement official said Monday. Madoff was sentenced last month after pleading guilty in March to charges that his investment advisory business was a multibillion-dollar scheme that wiped out thousands of investors and ruined charities. Other well known criminals at the prison northwest of Raleigh include the former heads of Adelphia Communications John and Tim Rigas, American turned spy for Israel Jonathan Pollard, and Egyptian terrorist Omar Abdel-Rahman.

Milwaukee's Prince Fielder beat Nelson Cruz of Texas 6-5 in the final to win last night's All-Star home-run derby. Fielder hit the longest drive of the night, a 503-footer to right-center that drew gasps from the crowd of 45,981 at Busch Stadium.
Baseball's best are on display tonight for the All-Star game. The American League has a 12-game unbeaten streak in the midsummer classic with the National League's last win coming in Philadelphia in 1996. San Francisco's Tim Lincecum (LINZ'-ih-kuhm) and Roy Halladay of Toronto are starting pitchers for tonight's All-Star game. Last year's NL Cy Young Award winner, Lincecum is 10-2 while Halladay has posted a 10-3 mark in the first half of the season for Toronto.
The lowly Washington Nationals will start the second half of their season with interim manager Jim Riggleman taking over for fired Manny Acta. Nationals interim general manager Mike Rizzo says the Nats have "underachieved" this season posting a 26-61 mark, by far the worst in baseball.

Carolyn Bivens is out as commissioner of the LPGA Tour. She's been replaced by Marsha Evans, who served on the LPGA commissioner's advisory council the past two years. It's back on the course at the Tour de France Tuesday following a rest day. The overall leader is Rinaldo Nocentini (noh-chehn-TEE'-nee), with Alberto Contador second and Lance Armstrong third. The 7-time Tour winner Armstrong told a French reporter Sunday that he hasn't ruled out competing in the Tour de France again next year.

Federal investigators are scheduled today to visit the scene of a fatal plane crash in Perquimans County Friday. The pilot of the crop duster, Jonathon Wilson of Hertford, was killed when the plane went down off Swamp Road near a private landing strip while on a practice flight.
Hail up to 2 inches in diameter was reported around Hertford and Perquimans County from a severe thunderstorm Sunday evening. Several trees and large branches were reported down in Hertford County from another storm earlier in the afternoon. No other damage had been reported to the National Weather Service in northeastern North Carolina from yesterday's scattered severe storms.
Southern Shores officials say they could be able to start accepting bids for a controversial dredging project as early as next month. A state permit was granted last week for Phase One of the project, after the town secured a site for the dredge material to be dumped for drying before its trucked away. But they must still await approval from the Army Corps of Engineers before the project can begin possibly by the end of the year. The project has been delayed because citizens groups have been unwilling to allow the town's use of property for the dewatering of dredge spoils.
A 40-thousand dollar grant has been awarded to the Outer Banks History Center in Manteo from the National Historical Publications and Records Commission to support work of a full-time archivist who will arrange and describe some of the collections for the center’s “Reaching New Audiences” program. State Archivist Dick Lankford says the grant will make it easier for researchers to access the information that’s been collected at the center covering a vast number of local history subjects.
A kickoff celebration will be held tonight in Manteo for the 425th anniversary of the first voyages to the New World by the English that landed on the Outer Banks. Live music, historical interpreters and even a giant birthday cake will be part of the free event that starts at 6pm tonight at Roanoke Island Festival Park's Outdoor Pavilion and is open to the public.
